This research aimed at studying the factors that affect HR practices in some Palestinian organizations. The factors in this paper include firm size (No. of employees), sector (whether government, private or non-government organization), and profitability (profit Vs non-profit organization). A stratified random sample of 70 establishments that employ more than 50 employees was selected to cover government, private and non-government sectors.Findings show that larger firms apply more formalized HR practices than smaller firms do. Taking into account certain contextual factors, the direct relation with firm size becomes substantially less; in addition non-government organization (NGO) sector proved to be significantly related with the implementation of HRM practices better than private and public establishments regardless of their size, i.e., their number of employees.
